  1. The intermediate planner, Chanti Birdi, shared info on proposed bylaws and guidelines in report PC-24-004

    • Proposed new by-law at Exhibit A in report PC-24-004 includes the following key changes:

      • Revision to the list of classes to development subject to and exempt from site plan control

      • Expansion of Director discretion in specified cases

      • Exemption added for group homes

      • Removal of site plan requirements based solely on proximity to arterial or collector roads

    • Proposed new guidelines at Exhibit B in report PC-24-004 include the following key changes:

      • Removal of repetitive information

      • Reference to online applications (“DASH”)

      • Reference to online resources

      • Reformatting to meet the City’s current standards

      • Updating of contact and web address information

    • Councillor Oosterhof and Councillor Osanic expressed concerns at the lack of planning oversight available to council as a result of the Provincial Planning Act

  2. Zoning Bylaw Amendment (File D35-004-2022):

    • The Senior Planner, Ian Clendening presented an application for 2312 Princess Street, D35-004-2022

    • There was a proposal to defer the application to allow staff more time for discussions with the public and the developer.

    • The motion to defer the application was moved and seconded by Councillors Osanic and Councillor Glenn.

    • The motion to defer was approved unanimously.

  3. Zoning Bylaw Amendment (File D14-012-2023):

    • The Intermediate planner, Amy Didrikson, presented a zoning bylaw amendment for the property at 1329-1383 Gardiners Road and 561 Macrow Street.

    • The proposal aimed to increase complementary use permissions on the property within a business park zone.

    • The application included an increase from 25% to 49% of building area for complementary uses and the addition of new permitted uses.

    • A holding overlay was proposed to limit noise-sensitive uses until a noise impact study is completed.

  4. Zoning Bylaw Amendment (File D14-004-2023):

    • The Senior Planner, Chris Wicke, presented a zoning bylaw amendment for the property at 769 King Street West

    • The proposal aims to amend the zoning from an Urban Residential 10 Zone (UR10) to an Urban Residential 3 Zone (UR3) with an Exception overlay to permit development of 3 townhouse units, each with an additional residential unit for a total of 6 units

    • To address concerns of tree loss The owner has agreed to retain 3 of the boundary trees

    • Multi-unit building where previously a single detached house

    • Potential for overlook and loss of light

    • Length of construction period

    • The committee approved the zoning amendment after a presentation and discussion.

  5. Public Concerns:

    • Concerns were expressed by a neighbour regarding potential loss of privacy due to the proximity of the new townhouse complex.

    • The neighbour was worried about the impact on sunlight, privacy, and the removal of trees.

    • The developer has agreed to retain some trees, and there is a signed agreement with the neighbour to address tree-related concerns.

    • Zoning amendment file D35-004-2022 was deferred

    • Zoning amendment file D14-012-2023 was approved

    • Zoning amendment file D14-004-2023 was approved
